Kind of. He's likely going to take over Ukraine within a month or two, but Russia's economy is now so fucked by the sanctions that it's unlikely he'll be able to fund the occupation of the country for that long.

I don't think he's under any illusion that he can hold the whole country, only the regions that were already annexed by Russia. His primary goals are to keep Ukraine from joining NATO or the EU, and get access to its oil reserves. If he forces them to officially recognize his annexed regions and agree to neutrality that's probably good enough for him. Guessing he thought it would be easy to get that much, but nothing in life is easy.

He could have won if he had managed to topple Ukraine in few days. but the corruption among the officials and government fucked it up. Intel were too afraid to give realistic data on Ukraine and Russian actual war capability, support and officers sold the gas of their vehicles in Belarus and Russian border towns before the attack, because everyone thought it was going to be just walk into victory, soldiers were kept in dark and were promised warm welcome in their liberation of Ukraine, elite didn't consider the sanctions to actually affect anything. The Russian culture don't understand the value of truth, especially truth that hurts, meaning the government is running on unrealistic ideals and it fucks everyone up, both top elite and the common people in the end. Now Russia is forced to withdraw into its shell and to keep lying to themselves how well the war is going and how well they are doing. They aren't doing that good
