Because it's a safe generic open world AAA title, something that will always sell decently but will never make huge waves like those other games which actually try to have some unique selling point (BOTW: Physics toys and a cool glider, Elden Ring: Souls gameplay)

It follows the same formula as a typical Ubisoft open world there's no ambition or risk

It's a safe product meant for mass consumption.
That's not to say mass appeal is inherently bad: Castlevania Symphony of the Night has extremely high mass appeal, almost everyone who plays it will love it, and it's one of the best games ever made. But it's also a highly artful and solid game with real passion and effort put into it, which I just don't see in Horizon. Horizon is ugly, cynically includes all the most popular game mechanics of the past decade, and has bugs up the ass.
