FF12 was delayed from 2004 to 2006, which forced FF13 to become a PS3 title. FF13 started development in 2004 and was supposed to be a PS2 title, however it transitioned to the PS3 in 2005 and entered development hell until 2009. Versus XIII entered development back in 2006 as a spin-off, the scope of the game increased in 2007, ye the game was placed on hold back in 2008. In 2009 Versus XIII's development resumed, however Crystal Tools crashed in open world environments. In 2010 FFXIV 1.0 was released and bombed forcing S-E to announce that they're remaking the game. This meant that Versus XIII was placed on hold, Nomura had completed the main scenario back in 2010, and in 2011 Versus XIII has entered production on a new engine called ebony. In 2012, the PS3 version was cancelled in favor of using Luminous engine for the PS4/Xbox One/PC

The rest of the Tokyo Team were safeguarded and placed on that project and NEO. Some of them are however working on Forspoken while you have a bunch of traitorous clods KH2 devs who now work with Tabata at JP Games like Tomohiro Hasegawa.
