In 2002 they had to be sneaky to get all those 80s hits by convincing the record companies they were going to be in a project much smaller than the followup to GTAIII. In 2012 they had to be upfront and admit they needed to relicense songs for GTAVC, resulting in licensing fees being more expensive and they didn't want to spend too much money on a 10 year old game.
