This was the norm until the Wii era. Either different games altogether depending on platform (one for home consoles, one for handhelds, sometimes even one for PC), or the same game but with clearly different quality.
It wasn't until gen 7 that Sony and Microsoft started forcing publishers to make sure their games looked and played exactly the same everywhere to prevent making one or the other console look bad.

Prisoner of Azkaban is a big graphical jump though it's a little short. Still a fun trilogy though. The gameplay completely changed after this one and we stopped getting different versions for PC, console and handheld. They also moved to being more a straight movie adaptation, so I lost interest.
