dead space 3 had a dlc that took place after the main game ending and continued the story. so yes, gael is the final ds3 boss as his bossfight literally takes place at the end of the ds timeline

Your character can also throw sunlight spears, or destroy the flame and start the age of dark. That doesn't make them a literal god it just makes them powerful.

Gael is thematically the "final boss" in terms of themes, but you can fight Gael before Lord of Cinder if you want. It isn't a concrete conclusion or a continuation to DS3's story.

Gods are just powerful people if you guy by polytheism so I don't know what your point is. But Gwyn and his descendants are clearly gods specifically because he found one of the first flames and used it's power.

In dark souls, there's no real distinction between a god and a regular person, they just have that label applied to themselves to jerk themselves off or something. For example humans are descended from the pygmy, so they are also gods by your logic, since the pygmy found a soul within the flame.
