nah, 90s FPS clearly wanted to have good level design. Nudoom style fps with spawn room focus didnt even come around until 2004 with painkiller.

For me, it's Duke 3D, but I think that's more nostalgia on my part than being objective. Doom's probably the correct answer.
Not a real 90s FPS
Besides the fact that it does things with the Build engine that no 90s machine could handle it epitomizes some of the worst gameplay tropes of 90s FPS design.
Most of its challenge comes from using bullshit traps to dump the player into the worst possible position in killboxes full of hitscanners one after the other and being extremely stingy with health and ammo unless you secret-hunt obsessively so its a game of luck whether or not you survive a lot of the time.
