He was initially a consultant but before "development(doubtful)" started they claimed to have quickly severed from him. I'm not sure Jim4 has ever been in development, the teaser doesn't look good, the trailer for the Netflix show doesn't look good either.

He made Jim for Shiny, so they always owned the rights. But when they started work on that Amico console and were making a new Earthworm Jim game for it he cut a deal so he could go and make comics of Jim while also working on the new game. He has no say in that show that's in production from what it sounds like though.

He has the rights to the comic and that is it. The cartoon is it's own thing and he is not a part of that. He game he theoretically is part of but it is dead in the water like the system it is made for. Doug also keeps trying to pitch a Jim movie now that human+CG video games movies are a hit (Rampage, Pikachu, Sonic) but no one is biting that idea.

I don't think a guy like Tommy would actively steal. I think Tommy lied about progress on the amico, but they never got enough money to make it real, so they kept pushing it off to look for more funding, hence the 5+ GoFundMe style crowdfunding campaigns and multiple attempts at securing serious investors, and you don't want your donators to pull out because things look bad so they just presented everything as 'JUST FINE' and now the money is about out from just paying staff and trying to develop the thing.
