Not as national policy. For the most part, China is an extremely lucrative market for IP stuff, even with rampant piracy, just because of their size alone. Marvel movies make a shit load of their profit entirely in China.
If China fully legalized piracy, broadcasting that theaters and resellers could just sell and play bootlegs for massive profit while completely cutting out Disney, you know Disney would be rethinking that market entirely for the foreseeable future. Piracy being rampant in China is not at all comparable to this move.

It's simple. China is still a reliable and lucrative market. Russia is now a liability. If you're selling your products looking at both countries, it's obvious which one is more likely to pay off and which one is more likely to represent a total loss.
Cutting out Russia isn't just a moral play, it's an obvious business decision. The same thing does not apply to China.
