It's not "held back" because at it's core GT7 is a PS4 game. The PS5 version is just an upgrade with higher res, meme tracing and dualsense support added

GT3 was a brand new game that took full advantage of the new hardware a mere 9 months later. GT7 released nearly a year and a half after the PS5 and looks and plays exactly like GT Sport.
