The problem is that those imbeciles are confusing two completely different things, even when they're related.
User experience, the actual definition, goes beyond the screen and the user interface: it's about how the user handles the software and how useful is for the user to use said software.
A cluttered interface may give the user a bad user experience (by showing him too many things at the same time) or a good user experience (all the tools are on the screen, away from one click and a touch).

There are people who actually want that.

User Experience is also affected by the UI though. Zoomer UIs provide a fucking miserable experience.

UX is a more abstract term than UI, and it's just a set of principles based on improving the user experience. UI is not just UX and UX is not just UI, not to mention the actual graphical design of the UI is not UX. An example of UX that is not UI is having a character constantly barking direction in your ear, this is derived from the UX principle that the user should always be clear on where to go next to continue the game.
