It's because video games used to be able to get away with things like that since pornography or lewd things were still in magazines and tapes, also games were highly male dominated and made by nerds who would create women with appeal.
Honestly back then I think violence in videogames was a more controversial topic especially with graphics rapidly developing to be realistic and adults seeing a new generation of kids or people being super entertained by them and influenced in metal/rock and roll.
Thesedays games have a larger demographic, technology is cheaper hence available to any type of consumer, even the developers have a varied people working on titles. This also means companies need to try and be extra watered down to appeal to everyone and their investors.
Also the current politics is more focused on peoples identities and self expression rather than violence even though people are kinda jaded about crime and violence thesedays.

I would say there are plenty of sexy female characters in new games, but maybe not yearly or seasons like in anime. I mean Overwatch girls are still popular and currently people talk about cooming to that girl from Elden Ring or whatever. Honestly people would jerk off to just about anything thesedays.
Sex sells but trying to appeal to it would shrink your audience. Think of it like Disney movies or Nintendo titles, they're not sexualized at all and make billions solely because it appeals to a broader audience and for some reason creates this autism that ingrains every young player to be loyal to them for the next generation.
Also what other people have said, Porn is incredibly readily available thesedays there's no need to really appeal to them unless you're one of those companies like Bethesda or EA that probably fund most of the coomer mods and stuff in the background to artificially inflate their games relevance whilst still appealing to the public at it's face value. In all honestly, if someone's out to bust a nut they can more easily than play buggy unplayable games thesedays so sex appeal wouldn't really fix the gaming industry as a whole.
There are also female employees and female gamers now, they will surely cause a stir as much as females also greatly benefit from sexy characters.
