The truth is that its both.
It was a needed fresh take on a genre that was either chasing being the next Doom/Quake by just copying them or just bumping up the graphics a little. But it also starts with everything people set JRPGs on fire for, long intro on rails with a promise of it gets better later. And it gets pretty brown and annoying soon after yet Halo gets the blame for this shit despite after telling you the controls, which were new-ish at the time, it drops you into some short action followed by a big green outdoor level.
Its a paradox. We needed something different, but it did a lot of things we would be pissed at a game for today for doing. The real revival of creativity in FPS would come more with Portal, but of course then everything tried to copy that for awhile or mix in genre the way it combined in puzzle gameplay. Except others didn't work well with FPS like combining in memes and Diablo loot management but managing to sell because of cute weird girl and fuck all else being out...how the fuck did this get so many games.
