They never know what scope is and why it's important.

Everyone has "awesome ideas" for videogames, but most are terrible and not thought out very well. Im a indie developer myself and plenty of my "awesome ideas" have turned out to be shit once the game starts actually coming together.

Planning on learning how to make 3d models with a low poly aesthetic and just hire help for the things I can't do.

I don't have ideas for games but I do have ideas for things I'd like in existing games that I like, bosses, levels, etc.

I'd never bother to make a game though because to me the aesthetics and music of a game are incredibly important to the experience, there's only like 2 games I love that I don't like the visuals of and since I'm neither an artist nor a musician I'd never be able to make whatever vision I'd potentially have come true without having someone else basically do most of the work I consider important
