3H would not exist without Awakening.
FE as a series was on its way out. The last games were all financial flops and Awakening ended up being one of the best rated 3DS games overall - Turning a series which sold 40k copies at best into a million seller franchise.
Fates sold even more than Awakening riding on the hype train and 3H continued that trend.

Awakening just needed to sell as much as New Mystery in order to keep the franchise alive based on their statement (250k). Obviously it did much better than that, but it's not like they were aiming for sales that the franchise hadn't seen before. They just didn't want to drop even more.
