The overall idea of the design wasn't new, sure, but I see a character called Kagura with a design like this do you really want me to think it wasn't totally intentional.
That said, for what I'm seeing Ikaruga predates Shizuka too.

Collaborations (fortunately or unfortunately) are the future for fighting-games as a whole since it unites and incorporates the fanbases of both or more franchises, which will in turn bring more money and profits for the companies that participate in these economic-partnerships. In my opinion however, it shows a lack of creativity from the teams that produce games for this genre (e.g like Mortal Kombat XI, Tekken 7 and DOA 6) since they have to rely on another franchise's success to ensure their own.
