why is the ratio of magic:melee weapons so broken? i haven't found a decent heavy weapon in like 20 hours.

Don't worry, 90% of those spells are completely worthless and do less damage than first two starting sorceries. The game balance is dogshit across the board. Int builds basically end in a situation where you get bis staff and spell within first 5 minutes of the game and then you don't upgrade anything till you have fucking 60 int and access to +7 white stones. It's really bad.
Its not useless, you can put some point and use the buffs or the debuffs, you can also respec later and will find a use for them, thats what i did, midway through the game i changed my build from quality to int/faith because i wanted to try all the cool shit i found and it was satisfying.
Also a lot of the tools you find like summons, bombs, crafting materials and key items are useful in your encounters.
I think you just want Diablo style loot instead, which for me sucks, i dont want rare tier weapons of the same ones with different stats. And i found plenty of upgrade materials and good weapons exploring, i was using a sword and i found a great halberd that i completely changed my main weapon because of it.
a case of greener grass on the other side,i'm lvl 58 and all i'm using is pebble and phalanx while my inventory is clogged with cool weapons and arts i can't use
Go open a carriage trunk in Caelid
I'm level 70, guess what, still using meteorite staff, pebble and rock sling. Carian slicer and Carian piercer are also good but situational. Slicer is ultra cheap and fast, good against weak mobs you can just mow down and run past. Piercer has a very cheesy, bullshit hitbox while dealing fuckton of damage which makes it really good against NPC invasions.

The scarcity of upgrade materials is a pain in the ass as well, especially Lv1 and Lv2. I hope I can find a way to unlock them for purchase without having to look up the method in a guide

God why do the red lightning incantations suck so much ass? They could replenish fp instead of waste it and they still wouldn't be worth using because of the long ass windups, low damage, and no poise.
That's the equivalent of easy mode for this game warriors get the true experience
You can just jugglethe mobs and/or do a suicide run to them
