Animal Crossing originally started off as an RPG/dungeon crawler during the N64, but it evolved during development. This is the reason why your character wears a helmet in the game. It's likely that animal characters were chosen for NPCs in development to make it fantasy-like and childish at the same time. Since a lot of JRPGs and children's media have animal-inspired characters already, it seems like a natural fit. One of the main creators of Animal Crossing (Takashi Tezuka) already did the idea of an animal world in Zelda A Link to the Past as well.
