vigor is the most powerful stat in this game, for literally every possible build you can go for. Str build? Vigor is the best stat. Int build? Vigor is best stat. Etc.
In short, try vigor. Pump it until it's at 40.

Is there any way to fight that duo boss before him if I missed it? I was filtered by it, left and did other things, then when I came back they were gone and the festival shit was there.

This is a sign of shit RPG design. If HP is essential it should scale with the player's level. The stat allocation system is meant to encourage multiple playstyles and all of the playstyles available should be equally valid. If playing with low vigor is unintended the entire Bandit class archetype shouldn't even exist.
Go and talk to the festival organizer guy after killing Radahn, then leave the area and come back and Redmane castle will be reset to how it was before the fesitval.
Fun fact, HP doesn't rise with level, but all damage mitigation does. Your HP "goes up" with level by allowing you to take more damage per-level. This is in addition to the natural gains each stat gives to various resistances (Vigor affects Fire resist and Immunity directly, Immunity being Poison/Rot resist), Str is Phys mitigation, etc.

The only times you should ride the horse is when he fires up into the air, when he comes down like a comet, and when he starts his longest chain but you're not close enough to his crotch. The only attack of his that one shot me is his 4 rock attack, pretty sure every thing else is tankable, if you ever get launched slightly away from him, that just means he gave you a chance to bait out his his horse stomp lunge attack, his most punishable move. When he comes down like a comet he almost always creates the rocks, thats punishable from his back.
