Is the second Spy Fox kind of mediocre like Pajama Sam 2? I really like the first and I loved the third game, but wasn't a fan of the second one. Sam with Spy Fox. Played the shit out of Spy Fox 3 and a bit of 1, but never played 2.

I don't remember very much of the second Spy Fox. I do remember that the minigame on the watch is a shmup that I played more than the main game itself, though.

Try out their other games as well if you like Pajama Sam since it's structured roughly the same but with different characters and stories. They also weave each other in all the time, Putt Putt being one of the ones to get references constantly.
