Great art and sound design always beats better tech. The devs of DriveClub were just better in this regard.
Dirt Rally 2.0 also had some great devs that drove home the immersion level through effects and good sound.

Exactly, I totally agree on both statement.
Yeah, this driver is awful on Driveclub, and unfortunately, it's the only video available right now for a comparison between GT7 vs DC. I hope we will get more soon, including in sunny situation.

DriveClub intentionally ratcheted up the effects and exaggerated them for style. It was great at the time (except 1080p/30fps sucks) but it makes sense that GT or Forza would not do it that way.

Wow, GT has no sense of speed/momentum/energy there.
The rain effects are part of it, but there's also the audio, FOV, camera shake, and probably a ton of other subconscious stuff.

And I agree on that, but at the same time, while Forza truly progressed technically (as seen on all the Forza vs Driveclub comparison of each new iterations, to a point where right now, Forza is really a league on his own in term of environment graphics), GT on the other hand, stagnated.
Both Forza and GT always tried to push boundaries on many aspects: visuals, sounds, ai, etc.... but right now, GT doesn't even do that anymore, it's basically a port of GTS on PS5 with some new features there and there (features that should have been there on GTS from the get go btw).
And ? Are you skipping the 8 years difference argument too ? Go compare Horizon Zero Dawn on vs Horizon Forbidden West on base PS4, go look at the huge progression of Forza Motosport and Forza Hoizon on Xbox One S...

It does, since the game doesn't have any PS4 PRO patch.
The reason why it look a bit better now, it's because people are recording it from PS5, which have better recording feature than the 720p base recording bitrate and resolution from the PS4 (most people then transcode in higher resolution for youtube to avoid the high compression cost in 720p video, but it still come from a lower res)
And this is still nothing compared to what the game look like in reality without any compression.
Rumors are that Kasunori wasn't happy with that (something that was discussed with some Sony exec long time ago in podcast interview (unfortunately, impossible to find them again since those page have been taken down...)).
Indeed, this is why it's not only on graphical fidelity (better shader, models and details), it's the whole package that feel more "alive", like driving a One:1 on Yedapali:
