he should be near Patches's cave, under a bridge, a bit further in the waterway. I have seen him help some other players fight the dark spirit assassin guy.

Once you talk to him, go to the Academy main gate, walk back a bit to the broken bridge and use the red summon sign to help him beat an assassin. Then go to Second Church of Marika on Atlus Plateau for the final step, he will be dying there, loot him and kill his gf for the twin blade.

so if the wiki can be trusted the respec larva tear item can be farmed by some silver blobs i haven't encountered yet

First one is in Raya Lucaria Crystal Tunnel, you have to beat the boss of that mini-dungeon, but she's relatively easy. Second one is in the Sealed Tunnel. It is just sitting in a chest and easy to grab, but getting to that location in the early game is a pain in the ass, requiring you to collect both halves of the seal that activates the Great Lift, and getting to the Great Lift itself is a pretty epic journey.
