Probably a Pi handheld, but most of the library for that's gonna be emulation, and a big chunk of the most polished emulation is gonna be nintendo stuff.
It's not actually too bad, if you build it in a wii u gamepad you can actually fit a whole raspberry pi 3 in there and get decent emulation coverage

Being the only non-nintendo handheld there is sort of makes it the default outside of DIY, and it has quite a few decent independent ports since sony completely fucking dropped the ball on supporting it meaning there was low competition.
