far harbour is one of the best Beth fallout dlcs, simple as. F4 does a lot of things wrong (voiced protagonist, dumbed down dialogue, removal of many RPG elements, settlement management system), but they finally nailed the exploration and shooting after many years of trying, and it really gives the game some legs for me.

modded FO4 only prolongs the time until you realize there is no truly meaningful mods that make the game better, like Skyrim has.
You can make it look nice. You can add more weapons, but your character still fucking talks and ruins the immersion and the story still fucking sucks and so does most of the DLC.

There's mods to remove the Talking. I have a friend who's making a mod for the game that removes the player characters voice alongside adding new weapons and areas.

they haven't even started elder scrolls 6, and they've since released fallout 76. we probably won't see fallout 5 for like a decade

they really are the worst faction. even the minutemen are less lame. only reason to join the railroad is to do enough quests to unlock ballistic weave mods

I honestly see a lot of potential in FO76 as a single player game. It would make a great fallout 4.5 game with a lot of modding potential.

Just download a mod that gives you the ballistic weave straight away.
