PSVR and Quest 2 are quite cheap now. It's a bit of a hassle getting them to work with piracy and sideloading games but they work fine.

The initial activation and updates requires a zuccbook account, yes, but further usage does not, especially if you want to use it for PCVR.
PCVR on the Quest 2 only needs local wifi.
Meaning you can block the device from accessing facebook servers via your router, or block it off from the internet completely - it'll still be able to connect to your PC for PCVR.
