The gta universes are weird like that though. In GTA IV there’s songs on the radio station that mention New York and Brooklyn. So either we accept that the songs we listen to in that game are not canon(only we the player, and not the character hear them.) Or we accept that there is two identical looking cities in the gta universe, New York and liberty city.
