the settlements aren't even required. you can beat the game without ever helping a single one.
but they're also extremely easy to do if you understand how the junk/workshop system works.

I feel like the game could've been much better if more of the time they spent on the settlements was used to, I don't know, make the quests not shit? 4 is only worse than 3 because at least 3 had some stand-out quests amongst the hurricane of questionable game design surrounding them. There's NOTHING from 4 that stuck with me like Oasis or The White Wash did.
