PS5 Version of KoF XV has multiple frames more input lag than all other versions

It's 30ms higher than even the last gen PS4 versions. Input lag should be improving, not getting worse every gen even for the same game.

You fucking nuclear dumbass. 16 bit vs 24 bit is MASSIVE difference in audio quality and if you don't notice it, you're literally subhuman.
Also, the frequency has fucking nothing to do with the peak tonal sound output from the speakers. It's how fast the sound card is sampling the audio processing. Think of it like the speed of your CPU. Faster processing = cleaner results. While I tend to agree 48khz vs 96khz is insignificant to the vast majority of people, the sample bit depth is HUGE for quality.

It should be, but consoles have all their "secret sauce" that adds delay while pc gets closer to the metal. Not even xboxs DLI can compensate for running everything through more chips before it gets drawn on the screen.

Fucking wrong. And you can verify this yourself right now with any modern sound card. Set your shit to 16 bit 48Khz and listen to a song from any modern source. Now listen to it again at 24 bit 48Khz. Massive improvement to the range you can hear.
You're really confused if you think either of these two metrics (bit depth or polling frequency) have anything to do with what frequencies your ears can hear. Has absolutely nothing in common.

Input lag is cumulative with your reaction time. A 20 frame overhead takes ~330ms and is on the cusp of being reactable. If you're alert and responding to visual stimuli within 250ms and the display lag of your monitor is a very respectable 15ms, there's 65ms for the game to actually react to your input. In this instance, you would just just barely block the overhead on PC and Xbox, while you would get hit by the overhead on PS platforms.

Every frame of lag is significant because it all adds onto the chain. The difference here is between blocking and getting hit. This affects both how the game is played, and how it has to be balanced, because some attacks that are meant to be reactable to the average person are reactable on some platforms while they will be unreactable on Playstation.

The way Noodalls tests, the actual input lag is a bit higher, since he uses some weird method with recording software and an altered video signal.

Not him but if a move is barely reactable then adding 50ms(20%) to the speed needed for reaction makes the move unreactable. You see this shit all the time with online spam moves already, adding additional frames to that only makes the case worse. You might not notice the difference, but the strategies will because things will become more effective than they normally would be.
Whether or not it's a big deal depends on the movesets and general speed of the game. It matters less in a game like soul calibur than it would in a game like blazblu so it's whether or not KoF has the speed to make it matter as much

It's the opposite. People who realize that people have limitations realize that adding input lag will change how the game is played and how you play around matchups.

pc can disable console mandatory v-sync, and doesn't have to worry about console menu gimmicks that run in the background
