You're missing the point.
Yes, you can pick the scaling path offered by ashes of war, just like you could change the scaling to STR, DEX, quality etc in DaS3 via infusions - but weapons are naturally BETTER with a certain path.
For example in DaS3 the Claymore was objectively best with pure STR scaling. It was also good with quality, but STR scaling got the maximum potential.

STR is objectively the best while also needing the least stat input, dex with the most. STR has 69 points needed, QLY has 80 and DEX needs 86.

at 20/40, normal claymore has higher ar than bastard sword because of higher dex scaling
at 40/20, normal bastard sword has higher ar than claymore because of higher str scaling
