1060 are still twice stronger than a PS4.

The thing is though, you can either run it or you can't. My 7970 has been able to run everything I throw at it. Run well, is a different story but the point is it's time for YOU to move on and upgrade.
Consoles are a different story as everybody has the same hardware so they have to cater to that set of hardware. That means they still have to tie games to last gen Consoles which are worse than my 11 year old PC (2600k, 7970), as the consoles equate to roughly an i5 960 + 7850 GPU.
That being said as well, a GTX 1060 will run all current games fine at 1080p and was a good entry level / price card for the average person so why do they need to upgrade if their games run fine?
So no, PC gamers are not holding back the industry.
