1. Tifa actually found Cloud in a dumpster in Midgar and he was a fucking mess mentally-wise. She didn't want to push him further.
2. Cloud sounded normal and confident when talking about all that stuff in Kalm (except the "I don't remember more" at the end) and Tifa was under a shitton of stress + heavily injured so she wasn't 100% what actually happened.
The game explains it, just replay it if you don't remember stuff.

Play the game, she never lies to him. Her memories are just as scrambled, and hearing Cloud's story at Kalm makes her want to confirm things, but she never does because of anxiety and fear of Cloud going apeshit. It's valid considering all of his schizo episodes when he almost killed Aerith and beat the living shit out of her.
