Your first mistake is putting aiming skills in such high pedestal. Put your sensitivity to manageable levels and carry the rest of it with proper crosshair placement, that's literally it for the aim part. For tactical shooters configure your radar and try to analyze all info in real time to get a feel for the flow of the game so to speak. Eventually you'll be instinctualizing all kinds of info and that eliminates so much time spent just thinking of all possibilities, and there comes the headroom for "clever" plays, plays that play on your enemy's general instinct or inclination.

I'm assuming you've done obvious stuff like using the right mouse for your hand, setting sensitivity etc. One thing you can try if the game allows it, is it to adjust the sensitivity to the gun you're using using keybinds or whatever else.
