The old classic, alpha and beta versions of minecraft were mostly played by millenials and boomers back when minecraft was still new. Zoomers didn't start flooding it until after 1.0

It was more about the concept of a player-like entity going around your world, doing player-like things and rarely intersecting with (You) out of intentional avoidance than it was the story and what Herobrine eventually evolved into that mystified and terrified people.
You have to remember back in the era it was written, Singleplayer and Multiplayer were two separate instances and the game was still extremely primitive, notably lacking any signs of higher intelligent life except for yourself and whatever phenomena created dungeons. For there to be another being of similar capability, but decisively not a player, that's all it took to spark wild ideas and make the bastard so prominent in Minecraft's developing culture.
