I think the soldier is probably the most op and easiest to play class. He's brain dead easy to stomp with, which is why he's so popular. Frankly I think they would increase self damage with the rockets so he's weaker at close range, that or lower their damage in general. They do a piss load of damage and have good range and splash.

Soldier also takes damage from doing this, you have to give up your shotgun to mitigate it (Gunboats), and you still have to account for fall-damage. There's also skill/muscle-memory involved with rocketjumping
Soldier sucks at longer ranges and is forced to close the distance. He's a medium/close-range class.

what class doesn't have the tools to fight soldier genuinely?
medic and spy don't count, they're supposed to be borderline defenseless

my only complaint is that splash damage is too much of a crutch, but the direct hit does too much damage for how easy it is to hit stuff too
everything else is ok id say demo is far worse too

Rocket damage is based on how far the soldier is away from the rocket impact, not how far the rocket travels. If you are constantly landing low damage kills by spamming Soldier's rocket projectile from far away, then you are playing in a low level game and thus your opinion means nothing.

It is balanced by the fact that it costs you health.
