Well if someone has a kid its kinda the definitive proof they've had sex. Someone having a wife, or two romantically involved characters being left alone in a bedroom while the camera fades to black strongly implies they'd had sex but doesn't definitively prove anything. Otacon claims he had sex with his stepmother and this is why Huey killed himself, and while we have nothing to contradict this story and it sounds quite plausible there is no proof outside Otacon's word, Huey however having a son which looks nearly identical to himself does prove he's had sex.
