"silent" in this case refers to a protagonist that doesn't speak at all. An rpg protagonist that speaks through lines the player chooses but isn't voiced doesn't really count.

i just remembered metro exodus having a silent protagonist that somehow developed a voice before missions. genuinely baffling.

Ys, the Metro games. There's a pause after characters finish a sentence where the protag is supposed to say something, and then they adress you as if you've said something. Half life 2 does something similar as well.
A lot of other games with a silent protag don't do this directly but other characters talk about the personality, beliefs, and motivations of the guy who never speaks as if they intimately know them. Ace Combat is an example of this,aside from jp ac3 where it makes sense.
