It's reported to be the lowest selling Arkane title and for good reason. It's easily their worst game, for reasons completely unrelated to the color of the character's skin.
It has awful writing full of Marvel tier quips and shitty humor, zero good worldbuilding which is what Arkane excelled at prior, and the gameplay is a watered down version of all their previous games.
I hope Arkane never makes another video game again after this shitpile. Their new director of the Lyon branch, the one that makes most of their titles, is clearly a hack.

It's Dishonored/Prey gameplay but watered down to hell and back.
Less powers, less things you can do, and more focus on generic gunplay. Stealth is pointless but loud is less engaging.

It sucks because you can tell before Dishonored 2 flopped they had plans for a full third game set in Tyvia. We have an obscene amount of info on Tyvia, down to each individual leader, special bonecharms, its army, etc, and Daud was originally spending his retirement there before it was changed later. But since they shat up the series they had to hastily write it into a corner and kill it off which is where DotO came into play.
