Game if fucked up and whenever someone creates a character and then delete it, name is still stored in database. That means you can't create a character with this name until game jannies start cleaning the database.
In some patchnotes or forum post they mentioned that they are not going to do that too often.
So basically you can create as many characters you want with popular names like Kakashi, Naruto etc. then delete them to brick the name until amazon cleans this shit up manually.

this doesn't work this way in other regions, so yes its an amazon thing.

if you make a character and then delete it the name is still "taken" and it will continue to be taken until amazon manually refresh them, there's no automated system, which i think have been a thing since MUD's
