I guarantee you this is mostly the result of state security agencies telling trade regulators to block it due to potential security concerns moreso than antitrust practices. Even factoring in antitrust practices, chip architecture is a very slim market that is practically entirely owned by a few companies. Regulating bodies aren't going to see the acquisition of Activision as anything to be concerned about, even if they should.

Yes, this is the antitrust part of it, but I'm sure those companies also went to state security agencies and warned them that they could lose support on critical security infrastructure, who then went to the regulators and told them to shut the deal down.
