It's noob friendly in the sense that the available formats aren't as deep as Master Duel, Standard which only has ~6 sets is the primary format compared to MD which is 20 years of cards all at once.
It's very much not noob friendly in that the monetization is fucking horrible. MD you can build one very good deck out of the gate for free. That shit ain't happening in Arena.

There's Brawl which is very economically friendly (Standard more so than Historic)
Then there's the midweek events that happen every Tuesday through Thursday, they have a different format every time, but they are often economically friendly formats. A few of them don't even have any deck building to them.
There's also "Jump In", which I myself have never played since it's more aimed at the newbies, but I heard great things about it.
