The New Vegas writing crew purposely made the Brotherhood of Steel dogshit in FONV because FO3 triggered their edgy contrarianism. There is no other solid explanation besides this, IMO. Power armor and energy weapons got ridiculously downgraded in strength and rarity from FO1 and 2 in New Vegas as well.
