Every time I try to understand this card I have a brain aneurysm, so I just assume it reads "your opponent may activate only one monster effect per turn" and that's much easier to understand since that's what it actually does 99% of the time.

It's not hard, just read the card and know your that effect activations are limited to the number of ED types on field.
