its a visual metaphor for Edelgard's character arc; going so far down the rabbit hole of her ideas that she's quite willing to become a literal monster and damn the people who oppose.
The whole point of azure moon is that you have two leaders stuck up their own ass "for the people". Dimitri starts as the violent monster lashing out for the ghosts of his past instead of caring about the people still here who need him, and his whole arc his him realizing that and learning to stand up and fight for whats right instead of chasing the revenge that HE wants and JUSTIFIES with being 'for the fallen'.
Meanwhile Edelgard of course, is edelgard. Obsessed with her own ideals "for the people" while she drags the continent into a massive war that only she wanted and trampling over the people of not one but two different nations, ultimately becoming the very monster you see before you.
