Because of role que and bad / non-existant matchmaker.
Role que is like:
You chose to play either tank or heal = you will ALWAYS play tank
You chose to play whatever = you will ALWAYS play tank.
You chose to play DPS = We will write you a physical letter once your que is finished
You chose to play heal = We will write you an E-Mail once your que is finished.
Imagine making a game that has mandatory characters that nobody wants to play - so you have to force people to play them and have them pay real money in order to avoid having to play them (VIP Tickets for DPS que)

I am a mit-platinum level player, but I can't recall the last time I actually saw a plat or below player in any of my (non-ranked) matches, because I get put into matches with Diamond and above level players exclusively.
- Man! I wish I would be put in matches that are the equivalent of "noob farming for fun" - because that's what playing against me must feel like for these players, who the matchmaker puts in my mataches, for some reason.
