PS2 was easibly hackable, cheap, and people didn't have Smartphones, they didn't have a lot of PCs, that's why the PS2 was so big in third world countries, nowadays the 3DS is kind of big due to being cheap and hackable, if the Switch gets a new exploit and Nintendo drops the price in third world countries, they could get there. I wouldn't count on it though.
