what's vulkan going to do for an emulator besides run on things that don't support d3d?

I played gran turismo 4 on it a year ago and it worked almost perfectly

Vulkan is a graphics API just like DirectX or OpenGL. It's usually better than OpenGL and in some specific situations better than DirectX.
More simply said, it might make your games run better.

I run it with Vulkan and have only played two games, Ace Combat 4 and Mizzurna Falls (for the PS1)
Ace Combat 4 still has a couple graphic bugs in hardware mode and is unplayable on software mode even on a Ryzen 5 3600 and Radeon RX 5600XT, can't say if it would be worse with d3d because I've only used it on linux
Mizzurna Falls outright didn't boot up despite PS1 games being officially supported since I think version 1.7

i'm on old nvidia laptop and pcsx2 performance for me goes OpenGL > Vulkan > DirectX

there's a workaround to get the nightlys to run on 7. i'm on 1.7.2248 and it works fine. ask /emugen/

Dx11 render was abandoned because current devs using Linux only, so Vulkan is a compromise between Linux and Windows users.

it's a set of commands that the programmer uses to interface with a peripheral, in this case the graphic card
this means that, instead of spending time working to use the graphic card to its fullest potential writing hundreds of lines of code, testing, going back to it, testing it again... the programmers can rely of someone else's optimization, allowing them to spend time on other things or cutting costs
a single API command to draw a triangle on screen may execute tens or hundreds or thousands of lines of code to the driver, and different APIs will be more or less efficient because the actual lines of code sent to the driver to draw a triangle will be different from one API to another
different APIs also have different advantages, Direct3D for example was compatible with the graphic units of Xbox consoles, so you could write everything just once instead of writing the same thing twice in different ways, one for the PC version and one for the Xbox version of the game
