Are there any genres that are made for VR that are substantially improved by the platform?
For example, are shooters improved when made for VR from the ground up vs a typical shooter on a flat screen?

Porn.
Practically every genre is better in VR.
racing/driving sims are significantly improved by VR and even cheaper than the traditional triple screen setups that were popular in the past.
same for flight sims.
Faggot
Yes. Not what you would think though. Every swinging dick seems to think shooting focused games in VR is the big draw. They are improved but I honestly don't think they are substantially better on the whole enough to be a game changer for many without slapping weird physical elements like Swarm does by essentially going full Bionic Commando wave shooter.
The games I think that highlight VR the best is Demeo, Astrobot Rescue Mission, and such. So far Zenith has proven that MMO titles in VR are a damn good mix too (and I hate traditional MMO titles).
Escape rooms/puzzle-adventure games like Myst are so much better in VR it sometimes makes me wonder how the genre existed before VR to begin with.
Zenith is a subpar MMO. It's only novel now because it's in VR.
It's not some .hack// shit unfortunately.
Why would I watch porn in VR when I got a cute wife who is always DTF or suck me off?
Oh, I agree it would be complete trash in flat screen and is very bare bones, however the simple fact of the combat being better than click and wait shit, the proximity based speech system, climbing around freely, etc are all massive pluses.
I view it more as a proof of concept and it shows how a small group could make a functional title that people are interested in.
