It was already answered but the reason Dimension Shifter doesn't see play is because the effect typically lasts until your opponent's next standby phase since it's usually a going second card. However, if your deck either doesn't care about getting banished or you think you can afford to keep it alive for a full turn, you can activate it going first. I imagine Floowandereeze can work with this card pretty easily since they un-banish themselves as a gameplay mechanic anyway.
