The game was rushed out to meet the 11/11/11 release date and they didn't have time to include a lot of things, the civil war content being especially gutted
which makes sense, it should have touched every aspect of the game so you would leave it till everything else is set in stone

to the niggers that dont know civil war is actually in game, just disabled by default, a 1kb mod 'fixes' this by reenabling stuff and adding nothing else. There's a dynamic campaign in place, big battles and stuff, much much better than vanilla 'civil war', not sure why they went with this retarded quest based model instead of what they already had

Probably because its already buggy as shit. The current quest system is just not fucking designed for complex things like this. Just look at how broken Blood on the Ice is even after like 5-6 rounds of fixes from the unofficial patch.

If there's one thing Bethesda truly needs to overhaul, it's this busted as hell quest system that seems to be the same from Morrowind/Oblivion.

I looked up civil war cut content mod and there's one called Open Civil War, but all that seems to add back is you have to actually assault every city, not just whiterun and the factions main city, but that also seems to add some rts minigame or some shit where you can command legions through a map.

Being a asset to somehow doesn't mean you are knowingly working with them, just what your doing is helping them. Ulfric is only useful so long as the civil war continues, not if he loses or wins.
