the only problem with cp_steel is that the map's enjoyability is directly linked to the number of players who know how to play it, which is unfortunately usually very low
CTF is pretty fun to chill around and still experience classic TF2. And make friendlies mad of course

Payload is great but I think 5cp is a little better because it's symmetrical. Both teams have to attack and defend at the same time.

ctf in general is the worst major gamemode for tf2, not that it matters because the intel room is so poorly designed that a few sentries almost completely shuts down any ability to cap. The map is literally a series of narrow hallways and a tiny midfield. There's almost no health on the map whatsoever so it's not even fun for DMing.

All of the reasons I listed previously + short respawn time and the lack of heals can be negated with a medic in your team.

your mistake is thinking people play 2fort to cap at all. 2fort is basically just deathmatch mode, noone plays the objective because playing objectives isn't fun
